Question about Mystic Twister

First, the description:

For each Enchantment on you, one foe in the area is struck for 30...106 cold damage (the same target cannot be hit more than once).

Ok, now I've tried Mystic Twister with several enchantments on me...and it never seems to do squat (even @ 10-11 wind prayers). Obviously I am misunderstanding the something.

If I have 10 in my wind prayers; and have, say, 5 enchants up- would the damage be 5 X 93 dmg stacked on one foe? It does kind of sound like a "too-good-to-be true" spike .

make sure your adjacent to who ever your trying to spike. Ive used it on the rare occasion not my cup of tea but it works.

I think the "same target cannot be hit more than once" part means the damage will not stack. So if there is one enemy, the way I understand it you would do 1X93dmg to that foe, regardless of the number of enchants up since that foe can only be hit once. Mystic twister is meant for AoE, not spiking. If there were 5 enemies in the area, then you would do 1X93 to 5 different foes. If there were 4, even if you had 5 enchants up you would do 1X93 to 4 foes.

It makes much more sense now. The "for each enchantment" part is what my mind tripped over, but now I see what it means.
