The Stormcaller
The Stormcaller is specialized in controlling the weather and forcing it to his hands. What I was missing from the elementalist line is a real nice environment effect like a darkened sky when using something like firestorm, or ice on the ground when using water magic-slow down skills. I decided to give it a go and create this new supporting class, based on the elementalist.What I intend to do is when a player creates a windstorm, the area affected by the storm gets cloudier or darker, and when a ice storm is called, the ground gets covered with ice. To make it more unique, 3 of the 4 attributes are linked all the time: storm-praying-control and ice-praying-control. Another unique attribute is that your storms do affect your allies, depending on your rank in Weather Control.
Mostly this classes slows down enemies (and allies if not used right), decreasing their visibility and damage by AoE.

Class Details:
Max armor level: 60
Default energy level: 30
Energy regen: 3 (4 at rank 9 or higher)
Weapons: wands and foci. Adding up to 10 energy max (only focus gives energy).
Attributes
-Stormprayer --Increases the damage and effectiveness done by windstorms. (so things like slowdown, damage etc are based on this attr)
-Iceprayer -- Increases the damage and effectiveness done by icestorms.
-Praying -- Increases the length of storms called upon.
-Weather Control (primary) -- Weather Control: Increases energy level by 1 for each level, and at rank 9 or higher 4 energy regen instead of 3. For every rank in Weather Control your allies are 5% less affected by the storms.
Stormprayer skills:
[Elite Spell] Hurricane 25e … 3s….60s
For 5…15 seconds a hurricane rages in the area where this spell is cast. All non-spirit creatures move 10..40% slower, attack 5-15% slower and using a skill takes 1-3 seconds longer to cast. (This would make the environment darker, maybe with wind-effects)
[Enchtantment] Gentle Breeze 10e … 1s …10s
For 3-15 seconds target ally moves 25% faster.
Iceprayer skills:
[Elite Spell] Frozen Ground 15e … 3s … 45s
The area where this spell is cast turns into ice for 10…30 seconds. All non-spirit creatures move 70% slower. Moving creates are not affected until stopped. All non-spirit creatures take 5…10 damage each second. (The ground affected by this spell would turn into ice, just like already implemented in the game)
[Chant] “Let it snow!” 5e … x …10s
It starts snowing for 5…10 seconds. All non-spirit creatures have a 25% change of missing while attacking (snow starts to fall)
[Chant] “Let it hail!" 5e … 1s … 10s
It starts hailing for 5…10 seconds. All non-spirit creatures take 10…30 damage. (hailstones drop) ----disclaimer, i'm not english, and don't know the actual translations and used terms for this weathertype, please post the correct description if not right----

I absolutely don't agree. First of all, an elementalist doesn't affect his allies. His attributes are not linked. you can either max out one of the 3 elements for a full working build. And last but not least it's not focused onto storms and environmental effect, radher on some AoE, spiking or slowdown/blinding.
I did mention the elementalist, using as a base for this class. But I have yet to see an elementist who transforms the battlefield in a haze, making everyones visability less (less for his allies if he has a higher rank in Weather Control).

so an overpowered ward agaist melee...... i can see what your going for but adding new visuals to existing concepts is not a new cc

The only real problem with this idea is that its a one trick pony.
All the attributes point to one basic use. That being environmental effects.
Really you only have 1 attribute.
I'd like this idea if you fleshed it out more.

What if you could only reach Storm's Answering Machine?
But in all case, yeah, agree with those above. Much like a Elm with Ranger or Rituralistic Spirits. And while I think some of the idea is not bad, and have potentials, feel like its just one attribute (as Lyra said). Would use more work.
Maybe add some Terrainmorphing spells in there as well?
