Need some advice...

Ok, im new, my toon is ele/ranger so, what should I focus my attributes etc.. on for PVE till I level.

stay away from the ranger skills mostly. go pure ele. maybe later in the game you can incorporate serpent's quickness or something, but early in the game using your secondary class generally dosnt work to well.

I'd go with fire to kill stuff faster. At low levels theres very few combinations that work well, so best just to stick most of any attribute points into one element and put the rest in energy storage. Later on you can share some with wilderness survival for some nice utility skills.

I mainly chose ranger as secondary for beast mastery. Is that a good idea?

no one uses beastmastery well, except for rangers with a hammer or a scythe.

yea i was an e/r when i first started..... like damn 2 years ago and really i learned the hard way pets suck if your and ele. they take up at least 2 sloting in your bar and enemies tend to ignore them. i just use heros as my meat sheilds now lol and really i am pure ele except for sometimes ill have one mes skill or one monk rez. imo for early game go all fire magic and energy stroage and blow shit up while a war tanks and a monk heals.

That's the most efficient way to get through the entire game... maybe adding a MM later on.

I think E/R is a good compliment for the Air and Fire lines.
Pick Me gave a awesome combo of things to do, and personally being a E/R while playing Air Elementalist is excellent. Using Serpent Quickness (with little or no points in Wilderness) can really energize your spell casting on enemies.
Problem with that though...PvE Air is very little effective. But PvE Fire E/R is fun too

If you want to try something a little different, look at a Mesmer secondary. I've run a hybrid E/Me quite successfully in FoW. You won't get the fast casting of course, but spells like Power Drain and Spirit of Failure can be used quite successfully. In interrupt heavy situations, it helps to have Mantra of Resolve as well.
If you really want to go barking mad, you can always go the whole hog and run a complete Mesmer skillbar with a reasonable investment in Energy Storage on the side giving you access to the Ele energy pool
