Crimson Claw Scepter (New Skin or rare?)

Ive never heared of it before really.... I found it in a chest in NF..

Its a soul reaping scepter and has a original red color.

Dark Dmg: 11-22 (Soul reaping req 9)
HSR Soul Reaping Spells 19%
Inscription: +15% dmg while enchanted


(mods are crap, but if the skin is good i will mod it up... any idear of worth, new skin or rarity?)

I saw one a few weeks ago so it's def not new. I hope it's not rare cuz I sold mine to merchant lol
