Reckless Haste

Price Of Failure

Any long lasting Blinding move

rest degen or spike skills to fill bar and increase killing speed

my friend made it i improved it, serious this build anialates melee.

if you were 1 on 1 with your build SS ect needs you to be hit to trigger these skills, where as this build is blanking hits and reduces your dmg intake by ALOT, a sin could probably kill your SS by simply stepping spamming and disapearing ( you wouldnt have time to pop enchs with a good KD cond sin) but with this you blind as soon as they shadow step or whatever screwing there combo up big style and then you pop up your hexs without interuption by death lol

running it in Ab is just amusing good luck

Faintheartedness slows down your enemies attack rate, thus doing less damage from SS and from IP.

You should also considering dropping Rend Enchantments because it does more harm to you if you remove a monk enchantment.

Wail Of Doom (e) is a nice change. Interupts attacks and disables enemie's attack skills.

Hope this helps.

depending on game event, against a single target;

insidious parasite is by far the best anti-melee skill a necro has imo, even over spiteful spirit so you are on the right track. even though its conditional, this skill alone is literally 1) direct damage to enemy, 2) healer for caster, 3) weakness to enemy, all rolled up into one. since i do not share my builds with anyone, i will say that you are lacking in direct damage, as i would not try to put all my duckies in one basket. because insidious parasite is conditional, it should be used mainly as a deterrant (depending on game event), while using other skills to flat out kill the target. you can also keep insidious parasite on a target indefinately as long as you can pay the cost. again, imo....

Definitly drop Faintheartedness. It's very counterproductive to your other anti melee dmg sources. As was suggested use Reckless Haste and Price of Failure... A build i commonly use for general PvE is::

Necro/Mesmer

Attributes:
Curses: 16 (12+3+1)
Blood: 9 (8 +1) (Changes sometimes)
Soul Reaping: 10 or 11 (9+1, 10+1) (Changes sometimes)

Skills:
[skill]Spiteful Spirit[/skill][skill]Arcane Echo[/skill][skill]Reckless Haste[/skill][skill]Parasitic Bond[/skill][skill]Price of Failure[/skill][skill]Defile Enchantments[/skill][skill]Awaken the Blood[/skill] <> [skill]Well of Blood[/skill] -OR- [skill]Suffering[/skill] -OR- [skill]Signet of Lost Souls[/skill] -OR- [skill]Resurrection Signet[/skill]

Pretty standard build structure for SS...
The 8th slot is highly optional and always changing, i rarely bring a Rez when with all henchy/heros. Obviously, Arcane Echo can be sacrificed as an optional slot also since SS is only 10 second recharge, i just find it effective to have two SS active in the same mob at the same time... Other optional skills can me Insideous Parasite (but not effective with Reckless Haste), Barbs, Soul Barbs, Rip Enchantments or whatnot. Parasitic is a easy spammable hex for SS cover and a heal source spammable on many targets. The rest of the build is pretty self explanatory.

If you want a build for 1v1 PvP, definitly add Soul Barbs in the mix and drop Arcane Echo. At this point, i would definitly bring at least one form of enchantment removal, and maybe some direct heal source if depending on what profession you are gonna fight.

Anyway, hope that all helps!
cheers.

It's hard to answer your question without knowing what area of pvp the build is for. One build that i find very effective for both melee and caster hate is the "Soul Failure" N/Me. It has a nice little skill combo using Price of Failure, Spirit of Failure followed by Parasitic Bond as a cover-hex. Both spells cause a 25% chance to miss with attacks which stack for a better chance of missing. Whenever target foe misses, he takes damage from PoF and you get an energy return from SoF as well as a heal when PB expires. While there are other skills that could be used, I like this combo because it messes up assassin attack chains and makes life a whole lot easier for your single overworked monk in RA/TA
