So in Eye of the North, I understand there are no new professions, but will it still provide an additional 2 character slots? Or would you just use the money you save to buy them? XD

I haven't read anywhere that you will get extra character slots with EotN, so I feel pretty safe saying no.

GW:EN is not a new chapter/campaign like the others, but an expansion. You are required to already own one of the chapters to play it. No new professions equal no need for additional character slots.

You can buy additional slots in the on-line store.
