From the description in PCGamer magazine, it seems to be a combination of instanced and persistant gaming areas.
Of course, we won't know for sure how it will work until the game is released in two years.

I like the instancing but with such a small party cap (a measely 8 people?!) its not nearly as worth it. perhaps some sort of periodic instancing would be nice. Like new instances every 20 minutes for the world oustide of towns? Though this is not the suggestion forum. To answer the question I'd think that with what has been said by Gaile there would be less instancing which would bring GW2 more into the MMO side of the spectrum seeing as how borderline GW1 is. I hope I gave you some answer without you having to scavenge for any of gaile's posts.

Well, i'm not against more persistant areas. People always complained about towns being glorified chatrooms after all. I'm shure that at least the missions will always be instanced.

i get what gaile is saying. i used to play runescape, which is non instanced, and you could never kill a popular monster. other ppl would kill it first.
