PC on Lieutenant`s Insigna

Dont know if this is the right place to ask, but i got this insigna but i got frustrated that i cant find it at any rune traders, and when i try to sell it at trader it says "unknown".
Anyone who can tell me if this insigna is worth anyting.

Yeah it's always out of stock from trader. 15k-20k~ or so is the price range that ppl are trying to sell these.
