iam not sure but can you Mod a staff Whith an 20%enchant and a +1Smite 20%?

Nope, those are both suffix mods. You can't have an of enchanting of smiting prayers staff. You could use a spear as a weapon with an of enchanting mod and a focus with +1 smiting prayers.
