Has the Hero Battles been fixed?

I happened to notice it open on my monk when I was mapping from the GH. I jumped on my ele and she now has it opened too. Didn't have time to check other chars.

So, has it been fixed in one of the weekend updates or am I just late?

I was just able to access HB on an account that previously couldn't due to having no pvp char and no available slots.

None of mine had it open and I wasn't going to buy another slot to be able to access it, but now it's there.
It could have happened sooner, but I only noticed it this morning.
