I don't know if this theory ,and mind you that's all this is, has been offered before on the High Level Cap which will show up with GW2.
It could be that with higher level caps the only thing which would increase is the skills or perhaps the types of skills you can acquire?
It could be that once you get to a certain skill only then you can buy or lean a new skill or acquire it. That way the high level cap could be both cosmetic in the sense that it does not increase health, energy or attribute points but do affect the way you fight in certain areas.
Also, I am not sure about this but with instancing in certain areas and missions the level of monsters you fight is directly related to what level you are. That way leveling still retains a strategic gameplay for the player self since the monsters you fight will be fought differently depending on the skills present with you. The attribute points you put in will still be the same hence the damage you do will remain constant.
It works like the fact that only pretty late in the game do you acquire elite skills in prophecies so you don't pwn the lower level monsters!
It could be fun times also in persistent areas since you can get a crazy combo of players with skills all across the board trying to kill that dragon!!
Could this be way of implementing the no level cap in GW?

You say that the skills get better...but that the skills damage remains the same because you have the same attribute points.

I guess my post was poorly worded. What I meant to say was that with higher levels damage dealt will continue to be the same amount from that skill(provided the attribute points put behind the skill or rather attribute are the same)but when you level up you get better and different skills which could probably cost less energy or do more damage in the same attribute line.
If I remember reading right one of the things they are working on is to make skills easier to use and no more long skill descriptions. They can by associating skills with levels, make it a simpler system. Also, they plan to incorporate the changed game mechanics(running, jumping, swimming etc.) into the skills but this will be an intuitive process.
