Anyone know how to make the 'symbols' some people use?

Ocassionally I see people making 'symbols' in local chat... I saw a neat looking cross someone typed in local chat. I was wondering how people made these symbols and if it's possible to make them...

Those keycombos and codes are across the whole OS (ergo Windows), so they work in Word, Excel... hell, even Notepad.
