If you are serious about getting into PvP, you don't have to start at Random Arenas. If you are totally new to the PvP side of GW and don't know anything really about PvP, you can always warm up with Zaishen Challenge and Zaishen Elite. You go against henchie teams and is sort of the first step. Though its not really much of a challenge, you can learn a little bit from it which will carry over. I also suggest that if you have a good guild or know anybody that does quite a bit of PvP, to get a couple of them together and do a guild scrimmage. If you are able, try to get a 4v4 thing going. You will learn a lot that way as well. Its a good way to learn fundamentals, test some builds, get constructive criticism, and get better. If you feel comfortable, you can try RA and/or TA. If in RA, just have fun and do some more learning. In RA, you can't always depend on your team to help you out. It is just the way it is. I think its a good place to also test builds, improve on kiting skills, and more fundamentals. When you get to TA, I would recommend that you do it with friends or guildies for awhile. I would go with a build that you feel comfortable running. This is a good place to work on communication, since that is one of the most important elements to PvP. A lot of teams suceed and fail because of communication. You'll also be able to work together as a team for the first time. I think builds should compliment each other. It's usually not a place a place to test builds. And then finally....if you happen to get to HA and want to do that...I would definitely recommend doing it with friends and guildies. There is the whole "rank discrimination" going on so a lot of PvP players may not let you in their group unless you have a certain rank. Don't let that discourage you though. HA is complex and requires a lot of strategy and thought-out builds. The same also goes for GvG (which I won't get into). Of course you won't be a better play SOLELY by doing this. Doing some research on the metagame, builds, strategies/tactics/know-hows is also just as important. Whenever you get some time, I recommend you take some time to doing plenty of research.
So in a nutshell:
Research -->Guild Scrimmages + Zaishen Challenge --> Zaishen Elite --> Random Arenas ---> Team Arenas --> HA
