Came up with this a while back when i was doing urgoz quite a bit with barrage teams. I was getting bored of playing order necro and wanted a role that got a bit more involved. So as splinter weapon got updated i came up with this...

Spawning Power: 11 (10+1)
Channeling Magic: 16 (12+4)
Restoration Magic: 5 (4+1)

- Wielder's Zeal [Elite] (Spawning Power)
For 25 seconds, whenever you cast a weapon Spell on an ally, you gain 4 Energy.
Energy:10 Cast:1 Recharge:10

- Renewing Memories (Spawning Power)
For 16 seconds, while holding an item, any weapon and item Spells you cast cost 27% less Energy.
Energy:5 Cast:1 Recharge:20

- Arcane Echo (Mesmer other)
If you cast a Spell in the next 20 seconds, Arcane Echo is replaced with that Spell for 20 seconds. Arcane Echo ends prematurely if you use a non-Spell skill.
Energy:15 Cast:2 Recharge:30

- Splinter Weapon (Channeling Magic)
For 63 seconds, target ally has a Splinter Weapon. Target ally's next successful attack deals 53 damage to all adjacent foes.
Energy:5 Cast:1 Recharge:5

- Nightmare Weapon (Channeling Magic)
For 12 seconds, target ally has a Nightmare Weapon. Target ally's next successful attack is reduced by 53 damage and steals up to 53 Health.
Energy:5 Cast:1 Recharge:10

- Wailing Weapon (Channeling Magic)
For 11 seconds, target ally has a Wailing Weapon. Whenever the Wailing Weapon strikes an attacking foe, that foe is interrupted.
Energy:10 Cast:1 Recharge:25

- Protective Was Kaolai (Restoration Magic)
Hold Kaolai's ashes for up to 15...51 seconds. While you hold his ashes, you gain 24 armor. When you drop Kaolai's ashes, your party is healed for 10...85.
Energy:10 Cast:1 Recharge:20

- Flesh of my Flesh (Restoration Magic)
Lose half of your Health. Resurrect target ally with your current Health and 10% Energy.
Energy:5 Cast:5 Recharge:0

Using both Wielders Zeal and Renewing Memories all the weapon skills cost 4 energy and give back 4 energy each time they're cast, effectively making them free and spammable.

In my testing additional to keeping the 4 rangers with weapon spells on them, i could keep the 4 pets going too (splinter pets amused me).

This build seems great as a support, with good spammable weapon spells it is great. The only flaw I see is that you do need at least one other protector, because this is all offense and no defense. However, with your whole party under weapon spells and you in the back line it's hard to see how enemies could even make it to you in the first place.

I didn't find defense to be a problem. The ashes give about 30 sec of +24 armor combine that with some good old kiting if anything breaks through and your often fine. Tbh order necros arn't that defensive if something like a grasping breaks through in tombs so its on par with them.

Warmongers weapon would propably be more effectvie than Wailing...

I presonally would go with [skill]Wielder's Remedy[/skill]

And would forgo Renewing+Kaolai combo for

[skill]Ghostly Haste[/skill] + [skill]Bloodsong[/skill]

but that would then defy the point of free spells?

this build works on the principle that once the initial spells have been setup your not using any energy to cast splinter weapon over and over again.

AS for using warmongers weapon in place of wailing, 90% of rangers have interrupt skills for interrupting casts so why would they need both?

If i was to replace it with another weapon spell I'd rather go for Resilient Weapon or even Weapon of warding to cover the for mentioned lack of defensive qualities

Warmongers weapon (nightfall skill) is a nice buff for a barrager. If you have 2 barragers You can shut down a group of spell casting targets with one. Then splinter the group with the other barrager.
