Is Burning Speed practically useless?

you don't take any damage, it doesn't trigger mantra of flame.

the point of burning speed is that it's the only skill that gets you above 33% speed boost, yeah it's not 50 but it's still 46 when maxed... not bad
however the duration is pathetically short
best usage I see for this skill is in a water ele flag runner
frigid armor, burning speed, some snares and energy management and you're moving super fast most of the time
