3 is the obvious solution if you ask me.

Only the one's exploiting the ability in PvP take the hit, which was the whole point of the nerf anyway, was it not?

Exactly. #3 is the only viable option that won't cause issues for the PvE side of the game, and will only punish those who were abusing it to begin with.
