Makes skills that "suck"

ADDED: the title says "Makes", it should be "Make" please don't bash on this typo.

As we all have been witnessing. People, like me, are trying to make great skills that are like totally balanced, and cool. Well we all know that there's skill that just suck. Now, wouldn't Guild Wars just be a dull game without skills that blatantly suck?
Here's a list of skills (generally for PvP) that suck, or just people don't like using:
Primal Rage (elite, I think this skill needs a giant buff)
Signet of Agony (41 dmg, for making yourself bleed to death and sacrifice health? no)
Vile Touch (Most people prefer other skills that deal more damage)
Ward Against Harm (elite, just not favored enough)
Dwarven Battle Stance (elite, I think it's alright, but it's not used)
Dwanya's Sorrow (please! LoD or Mystic something for the dervish is better for party healing)

Yes, I know there's "Build a Skill" or some thread. But people there are trying to make cool, awesome, totally outrageous! Skills!
So, please, post skills that would suck (but within a reasonable range) that can be added. Because what a game without crap that sucks?

Guild wars has over 200 skills that will never see high level gvg. No need to add to the pit >.>

skill who suck are needed.

"we have a game with more then 700+ skill"
when they really have only 100-200 to balance.

I can design jillions of skills that suck. The challenge is in designed balanced skills that make balanced, interesting play.

This skill does 10 damage. All your skills are disabled for 10 seconds.

There should be a kill that creates some kind of vacuum or vortex that would pull enemies in towards your character and crush them into a ball.

Now that would a skill that would suck and yet not suck at the same time.
