is Lieutenant's Insignia useful?

I got one,and i found it cannot be bought form shop.
i guessing it is rarely.
so it's a nice one for warrior,isnt it?

20% reduction in hexes 5% in damage?

not worth it, was useful when it was 50% reduction in hexes.

Useful on runners. I think the 5% reduction is only on base damage (I know for a fact it doesn't reduce damage from spells that you cast, since I use a lieutenant's helmet on my weirdo W/N solo farm build), so it might be useful in hex-heavy areas in general PvE, I wouldn't take it but it's up to you.
