I sold the same one with the same stats but perfect and req 10 for 100k+10ectos+1 titan gem a month ago.. Don't know if it helps but you might get something out of it. Oh, and it did take me about a month to sell but it was worth it.

An item with 19% lowers the value a lot. That does not help him at all. 30-40k or so. Plus they have dropped a lot in value since last month.

Also, I have seen several req 9's sell for the 80-100k range, and being non-max lowers value majorly.
