Are all shields inscribable? Or just the ones in nightfall?

So a blank shield from factions or prophecies with max armor could be put +30 hp and -5 20% mod?

Only the shields from nightfall have inscription slots.

IIRC you can't even mod them. Sucks, doesn't it?
