I have problems with my gw program... so I dont know what the price is... I think it is around 30k... go check it out by the Rune Trader...
There is no difference.... anyone can salvage the rune from armor.... except... if you salvage you have a chance, that the armor will stay intact and then you can use it on your character...
if someone else salvages, he can not use the armor since the armor is customized on the character

Um, if you mean Syncopant Robes dropped from a White Mantle Syncopant in Tyria - then the market value is only based on the Sup Vigor rune. Tyrian runed armors don't contain insignia.
I think what netrace was talking about was a possibility with NF armors, which can have a salvageable rune and armor insignia. In such cases, you check the price of both the insignia and the rune at the Rune Trader NPC to decide which to try to salvage first.
For your particular item there, the value is at least how much the Rune Trader NPC will buy a Sup Vigor for, and at most how much the Rune Trader will sell a Sup Vigor for. It is around 30kish right now, but it fluctuates a bit. I usually sell them at halfway between the trader's buy and sell prices, figuring that's the most fair to both the seller and buyer players.
I doubt it makes much difference if you salvage it or not. Were it mine, I'd salvage the rune first and if the armor was left, merch or salvage for material. If you salvage it, you can use it to check the Rune Trader's buy price.
