Those weapons no longer drop in the game. The only ones available are those already in players' hands.
They are usable in PvP if you use a PvE character.
Guildwiki.org quote "Unconditional Damage +xx% weapons were previously created through the abuse of an exploit. Also, it is rumored that some weapons that dropped during the first few weeks of gameplay "lost" their negative modifier (such as -5 energy or -10 armor while attacking) and thus became unconditional."

I never heard about them being created through an explot.
From my understanding, weapons with no negatives on the +damage only droped during the first week or two of GW and were incrediably rare. They now no longer drop. As such, they are incrediabley rare. Yes they are useable in PvP. Yes they could Potentially be overpowered, but really is doing 15% more damage all the time that much more overpowered then having two weapons sets, one 15^50 and one 20 under 50 and switching between the two when you are hurt?
In fact, as you see by my statement, uncondtional weapons actually are inferior to somebody who can micromange the game that precisely (like a player would in high level PvP, which is the only place such an imbalance would matter).
Really, they aren't overpowered, just incrediabley rare, and thus a collectable item.
However, this is very much a null issue since such weapons are SO expensive (because of their unique and rare nature), that they can not fall into the hands of but the elite rich (*glares at Herbalizer*) who are power traders in PvE and thus aren't really entering the PvP market in the first place. Nobody that into PvP could afford weapons like this and nobody who can afford weapons like this are that into PvP.

Some were created by a game glitch whereby if you attached a vampiric or zealous mod, it would overwrite the -health or -energy penalty of the weapon. Then if you switched say, from vampiric to sundering, the -health was removed, leaving it an unconditional weapon.
