I was always under the impression that you could only have one Elite skill in your skillbar at one time, but in this thread there are multiple screenshots where they have 2 Elite skills.
He capped a skill while having an Elite already on his skill bar. That's the only way I know of that you can have 2 elites. One of the elites gets removed from your bar once you zone though.
