i try to change my password on my account but now i have to go to the playNC site to change it. It is a hassle and how do I change it back to normal, this is really bothering me and I hope they will fix it. ALso can i have my territory changes added again, the person who hacked me used them up and im stuck in europe...Please help me fix this and get my account editor back to normal.

You need to open a ticket with Anet Support.
Only they can move or give back some Server "moves" and it's handled by a case by case basis.

so how do i open a ticket and rancid goat i was hacked by someone without a keylogger, they got info from my "friend".

Go to google and go type in, open suppoart ticket Areanet or look around the Anet website in the contact us bit
also when u do open a support ticket, be formal and well informative.

There really isn't any "admin" you can contact in-game.
That and with support with this type of issue, you usually have to supply your original CD-Key(s) used on your account - and that will be through there support website directly.
