i was in sanctum cay english 1 and decided switch to french 1. first the district wasnt appearing in existing district list.after 3 try he did but when tried enter it : message : *this district is closed* try later...wtf.
any idea of why and how? first time i see that.

If your client is setup to take you to English districts normally and there is no one in the French district, you can't go there.
What happened was someone who normally plays in French districts zoned there, and then quickly zoned out. This meant that it showed up on your list when you clicked on the bar, but when you tried selecting it, he was already gone.
