PC on Ghostly Staff - HSR 20% HCT 10%

I would like to have my Ghostly skinned Hale Smiting Staff pc'ed and maybe you could tell me with what bid to start selling it with and a BO.

Energy +10
Light Dmg 11-22 (Req. 12 Smiting)
Halves casting time of spells (10%)
+29 Health

If inscribable, 10k.
If not, 45k.
