Is it still possible to get the access key that allows you to do the Toy's Story quest? Or is it too late for that?

If you can find that issue of PC Gamer that has a valid key you should be able to do it.I dont recall there being a time limite on it.

No time limit, just need an unused code. You can contact the magazine and see if any backissues are available; it's the Nov 2006 issue. From their customer service FAQ -

Q - How can I purchase back issues?

A - You may purchase back issues at a rate of $9.95 (US$12 for Canadian/Foreign Orders, prepaid in US funds, GST included, CD Only: $5.00 US & 10.00 Foreign) while supplies last. Include a check or money order made payable to:
