Salvaging Collector Items

Back in the days of tyria, if you crafted, or got an item from a collector (ie a sword), a message would read "This item cannot be salvaged." if you tried to salvage it.

I've heard that things have since changed, and I'm just wondering if, for example, I were to go and get one of those blue Shield of the Lion's from a crafter or collector, and put a +30 health mod on it for example.

Would I be able to salvage it back off?

Yes, you can salvage collector weapons for mods that you have added yourself. But you can't salvage them for materials.
