question about requirement for shields

I've done a search on the forums as well as wiki for the answer, but with a question as vague as "requirement" all i could find was requests for system requirements and specs.

First, it's know if you don't meet the requirements for shields, you get half the armor rating if it's gold and 25% if it's green or collector. My question is, how much mitigated armor rating do you get from a purple or blue shield if you don't meet the requirements?

It was updated a while ago that all shields will give 1/2 the armor bonus if you don't meet the requirement of the shield.

Well, I had looked into this as well. I was kicking around the idea of having my Ritualist become a spear chucker. As a Rit/Para with a build centered round Spirit's Strength and Spear Mastery. It actually was a fun build for PvE, but was very weak on defense if pressed hard, so I tried to beef up my armor with a shield.
