When there is a special event going on Wintersday (christmas) and Halloween there is a collector that trades them for special holiday items or the Players sell the stacks of them for about 50 gold each 10 times the normal sell amount for the skulls

you make quite a lot of money

They've taken them for the last 2 years. So, if I had to guess, I'd guess that they will take them again at the next holiday season.
