I'm not certain, but the celestial torunament might have had something to do with this as well. In each round teams would select maps which they believed would give them an advantage given a particular build, and as such there was a lot of hall switching going on which requires sigils. I know we switched halls a number of times for this reason. I also noticed the spike in price at this time when i went out to buy them. ouch.

Yes there is only one halls match at a time, but its been this way for ever as long as sigils have been cheap. So there has to be some reason for the spike.
The Celestial tournament (GvG) occured. There were 8 rounds with 300 guilds rougly in each round (though the number dipped a bit after that). Each round teams swapping halls to some extent in their best 2/3 in order gain every advantage they could given their build. This means a lot of sigil buying. The spike in prices happened to correspond exactly with the celestial tournament. This is certainly a possible factor.
