1. Can a Festival Hat that you have not recieved from the event itself be copied if you get it from someone else who owns it via trade? (Can they even be traded that way anymore?)
2. Will certain festivals hats be available ever again? For example the Tengu Mask, I got one but later deleted the character it was on before registering it. Mostly, I wish the Tengu Mask and the original Yule Cap and Horns of Grenth would be available later.

1. No, one of your current chara on your account must be the owner of said hat in order for it to be copied. You cannot trade for someone else's hat and have the festival hat NPC make a copy of it.
2. Probably not. They're a sign of "being there", a piece of prestige armor (sort of). If you deleted a hat before copying it, there's no way to get another one. As much as people (myself included) would like to have the first year and special event hats, to have them offered again would probably ruin the speciality of owning the originals.

The answer to both questions is "No".
According to Gaile, festival headgear is a "you had to be there" thing. If you didn't get the hat at the original event, you don't have a chance of getting it, ever.
