It is stated that in Hard mode there is a 3x chance of getting a rare item. Correct me if I'm wrong. State in Hard Mode update:

The average number of uncommon and rare items has been increased in Hard mode.

I have done countless desolation runs and dropped precisely 0 of these swords. The only one of these I've actually seen was on a N/D blood bonder with a full set of FoW armor screwing around. It was always my impression that the target item had to be wielded by the enemy...I always thought it would be on awakened blademasters and not the crags/mesas.

Thanks alot , I really appreciate you answering my questions, just wanted to be clear abuot things before I start doing massive chest runs. And Elemental swords drop in Vabbi Area where Djinns are? Hm.. I think I'm going to look up that solo build later, thanks!

well its all about luck a week after nf release i got a req9 ele sword from a chest in desolation just outside of remains of shahlaja so you only have to open chests and you may get one too
