Materials make Skill Tomes plus Dust into Elite Skill Tomes

How about having something like Materials or (perhaps a Shaman) to make Elite Tomes. Say 1 Tome + 100 Dust + 500g gives an Elite Tome. The ordinary Tomes would be ok if they cost 1000 and you could sell them for 500.
