Any ideas on value please?

Note: NOT Inscribable - Canthan Weapon.

Edit: Another bow I found. Can anyone please PC this one also:

15-28 (required 9 Marksmanship)
Damage +14% (while health is above 50%)
Armor Penetration 20% (chance 20%)
Enchantments last 19% longer.

Interesting, I would have thought it would be the other way around, what with the celetial having an imperfect inherent mod. Any other opinions?
