1) with the 19% hsr that's non-max and will be hard to impossible to sell. I'd say salvage for the +30 wrap, then the inscription, then the head (assuming you get non-destructive salvages each time.)

2) In my experience, thats a common and unwanted skin. Maybe 5kish if you can find a buyer, but I wouldn't bother if it were mine. The mods could be easier to sell, though neither are worth more than 2kish from what I see.
