No, wands don't drop with 20 hsr all spells.
This one is hard to PC. :/ I'm going to guess no more than 10-15k, if that. I haven't noticed smiting rods are real popular or hard to find, and I don't see the mixed mods on this helping the price. I could be way off - get more opinions.
