Shield - I doubt more than 5kish, if that.
Staff - salvage the +30 wrap. The staff itself isn't max (19hsr vs 20 hsr) If it's still left after the first salvage, go for the inscription - but 1-off-max percent chance mods, even on the popular ones, aren't worth nearly as much as max versions.
