Character Info Box Colors. Changeable????

When I mouse over another character in a town or outpost the info box under the character comes up with a black background and the info text is a dark purple/blue and almost impossible to read. When I mouse over my character it has a black background but has bright green info text and is perfectly easy to read. Is there any way to change the text color of the other characters??? I am slowly going blind trying to read the Titles that the other players have attained. Probably a tech post but it isnt a computer problem so I am posting it here. Any feedback would be appreciated as I don't know what I look like to other players either.
