Dark Prison Snare?

I've been using the skill Dark Prison for a while now in an Assassin's Promise spiker, but I can never seem to notice any change in enemy speed. Here's the skill:

[skill]Dark Prison[/skill]

Does it really affect the enemies movement by that much, if at all?

EDIT: did some more testing and I still can't see any difference in speed.
