Factions isn't a quest.
You need to get to Senji's Corner, by completing the the Nahpui Quarter mission.
There you can change to /A and /Rt for 500g.

think he was asking about the quests on Shing Jea.

anyways, no you can't. those quests (and the free skills) are only for canthan native characters.

I know you didn't ask this, but if you have Prophecies, you can do the quests in the desert for the 6 core professions instead of going to Senji's.

As a professor you'll already know then that the answer is NO!

You cannot under the scenario you outline.
Those quests are for new characters created in Factions. In fact, when you go talk to the NPC that takes you to Shing Jea Island, he flat-out tells you that there is nothing for you to do there as a 'foreign' character.
