It's there as this is the Aspenwood variation of the build.
Remember, Signet of Illusions followed by Auspicious Incantation, Glyph then Conjure Nightmare is there to be your energy powerhouse.
You need 20e to pull of this energy refresh, so try not to dip under.
I've not had a chance to try it in PvE yet, but I think it would fare well

I looked up the template so I could find out the attribute points...
12 illusion 12 fast casting. I'm assuming you have a sup rune on illusion.
I guess the advantage to this build is being able to choose any spell from the elementalist lines without having to devote any attributes to it and being able to get a 16 attribute power from it, which I suppose is kinda of neat. You won't get much out of fast casting, other then to make things "normal" speed again, since you'll be spending lots of time casting the signet of illusion.
I'd wonder how you can pull off the energy, though. The skill order seems a bit tricky. You might just barely pull off the 3 ele skills before you'll be tapped out. That's using the glyph of lesser energy first. I doubt that it would have recharged by the time your done to go through your energy regain combo, in which case it's hard to see how you will even be able to afford it in order to regain your energy. So, it looks like you would have to go through the recharge between the ele skills, which is time consuming and cuts your nuke's effectiveness down.

Oh yeah, it's not a build for endless spamming, that's for sure, but the energy management isn't as bad as you'd think, especially if you take your time and pick your target.
Surprisingly enough, Deep Freeze is actually quite spammable with this build; great for annoying people in Aspenwood
As for cast order, I usually find that my initial starting energy is enough (with regen) to cast SoI > Deep Freeze > SoI > Eruption > SoI > Rodgort's and still have enough left over for the energy boost from SoI > Auspicious > GoLE > Nightmare.
I'm thinking that the 3 nukes and energy tap could be replaced by any combination of skills you like, keeping the crucial 4 for energy management and power maxing (you're right about the sup ill rune BTW; I run 16 Ill, 13 FC).
So with some adjustment, this could be used to spam maximised, high cost mesmer skills such as Backfire or Shatter Hex. Well, maybe not spam, but it allows for interesting flexibility.
I really love the possibilities that SoI opens up to the player, but up until now, the only other fun build I'd found using it was one where I'd steal an enemy's spells then cast them back at him
