Many do know that you can purge some poisons out by bleeding it out. Don't know about diseases but I added it in there anyway.

Well, from an RP standpoint it makes sense. In terms of game play, this skill is terrible. Purge signet is already a good example as to why condition removers that only remove certain conditions just aren't popular and don't really work. I can't think of any warrior who would need this skill. If you are in a condition heavy PvE zone your monk should have RC or dismiss conditions anyway. In PvP, no warrior would bring a skill just to counter 2 condtions.
I mean, its creative and it makes sense, its just atm TERRIBLE. 4 adrenaline for this??? Yikes. Just use lion's comfort for 5 and heal all the degen damage you take from the duration of the poision.
Maybe with some reworking, but at the moment it is very underpowered.

how about tweaking the costs so it would be

This way it will still make sense on the RP side. It is spammable, and nearly free at high level of strength. The high bleeding duration and low energy return will discourage other professions from abusing it as a secondary. But it will still be slightly useful on a warrior primary.
