If I want to play HM, I have to spend 45 minutes spamming "LFG for HM" and most of the people who reply are asking "What is HM?"
How about a Hard Mode District in each town and outpost? This way, when I go to a town or outpost, I can go to the Hard Mode Disctrict, and see how many people are there. If there are only 1-2 standing around, I know it will be difficult to get a PUG, and can go back to NM, or go to a different outpost where there might be more HM players.

I dont think its really needed. Most towns dont even have more than one district.

Another reason that this may be unlikely to ever be implemented:
It would further split up the playerbase, yet again.

Yeah, Heroes are a true example of "success making a failure of our home" kind of thing.
Don't get me wrong, Heroes are ingenious and I use the hell out of them, but Heroes are at odds with the concept of people playing together. And, of course, Heroes don't prevent people from playing together, but they certainly don't do anything to encourage it, either.
As far as Districts, they were intended to bring people together <in a lag reduced way> and not have the whole playerbase spread out over seperate servers. All in all, it works as intended, and gives people control over their District selection.
Basically, anything that keeps players running into each other while online is a good thing for a multi-player game, because ultimately the players are the content.

Including English, spanish, german, french, asian, international.
Or you could just add icons above peoples heads to show if their doing normal mode or hard mode!
