Why do martial weapons have better caster mods than caster weapons?

If you use an Insightful Staff you have a net increase of 15 energy. A +5 energy sword + +12 energy Focus Item gives *gasp* another two energy. Yes, you could have the +60 health set which is a bonus but, personally, the 20% universal recharge seems superior to me.

From that last sentence it is fair to conclude that it's entirely up to personal preference.

I remember the days crying about of the HoD and people paying a fortune for them. Good times.
Depends on what you are casting, and what you are playing. A character with small recharges (monks) can sit in a martial/shield set giving them higher armor and reducing pressure on them to an extent while still remaining effective; as can most other classes, simply swapping to a set with specific mods to cast efficiently (cast/recharge for lod, aegis, etc).

Staves are not the greatest as they aren't as defensive as Martial/shield, and do not have the casting benefits of double recharges - there are only a few situations where they are more effective than weaponswapping.

Staves are the only way to get a 20% universal recharge, plus another 10% on top of that. Its fairly narrow to have a character specced in that many skills that need the recharge, and use them in quick succession to prohibit set swapping, but there you go.

However I do think that Loki is right and they should be reversed, 5^50 and +5e unconditional. Seems to make more sense.
Actually, burning arrow rangers and cripshots tend to use +5e weapons as well. I cant think of a warrior that would use +5e, but im sure theres builds. Maybe w/rt with ashes?
