I have checked on Guildwiki and the information on there doesnt answer my query and I was hoping some one could give me a little advice.
I am a little confused on the usage, when it says the tome will enable you to use skills on your account does it mean that if one of your characters has say barrage, then the tome will enable another of your characters to use the barrage skill (with a ranger primary or secondary) or if you opened an elite skill in PvP such as animate flesh golem through the priests of Balthazar useing skill unlocks could I use an elite tome of the necromancer to enable my PvE character to use the skill or would I need to capture the skill in PvE before I could use.
I hope some one with more experience than me could help me.

You hit the nail on the head, as the saying goes. If one of your characters, say a Mo/Me, has already unlocked Shield of Judgment. Then you make a Me/Mo and want them to have it as well, just use a monk elite tome and your Me/Mo will have it. Likewise you can go pvp for a while, gain some faction and unlock SoJ through a priest of balthazar and then you Me/Mo (or whatever) can use an elite tome to unlock it. So long as it's unlocked somewhere on your account, it doesn't matter how you unlocked it.

yep.. that's what it means.. any elite skill unlocked on the account can be used on whichever character you decide to use it on, so that character now has that skill in his arsenal.
