Just an idea that popped in my head the other day as I was meditating on the nature of Guild Wars and the upcoming expansion Eye of the North.
Level based permanent skills, trade a skill slot for a permanent effect, may not equip more than one, may combine with an elite skill.
Light of Dwayna:
Ability. While you have this skill equipped all Lightning Damage you inflict deals 1...20% more damage, and have 0...10% more armor penetration.
Flame of Balthazar:
Ability. While you have this skill equipped all skills that deal Fire or Holy Damage deal 1...20% more damage, and sets targets on fire for 0...3 seconds
Icy Breath of Grenth:
Ability. While you have this skill equipped all skills that deal Cold or Dark Damage deal 1...20% more damage, and cripples targets for 0...3 seconds
Embrace of Melandru:
Ability. While you have this skill equipped all skills that deal Earth Damage deal 1...20% more damage, and Weakens targets for 0...3 seconds
Inspiration of Lyssa:
Ability. While you have this skill equipped all skills you sucessfully use recharge 6...25% faster, but all skills that are interrupted or miss recharge 25...6% slower
