Texas here... lag is horrible this evening for me too. Spikes in the 1500's at times.
And no, it's not my ISP or my connection. I validated that using 3rd party testing tools and other remote servers sniffing for packet loss.

I came in here to say exactly the same thing as AceeBlueEagle.
N. Texas, pings above 500 spiking to 5000+ every 30s. Not my ISP or connection as it works with every other game/application and has been validated using other methods. Been this way for about a week now, sure wish Anet would get on the ball and fix their problem.

I'm in the eastern US (Ohio), and have also been having the same lag problems also since the dragon festival started.
Since then, only 1 day was normal (150ms or so ping) but otherwise, pings range from 350-800ms, sometimes up around 1000-1500ms.
I'm fairly forgiving about stuff like this, but if the problem goes on much longer, I and many other daily players will end up getting sucked into another game while we occupy ourselves, waiting for GW to become playable again.
(And this lag is not related to my internet connection or PC; I can ping any other types of servers with a good response time, I'm getting my full 1.5Mbps badwidth of my connection, and my framerates are normal)

I had horrible lag during last weekend at the beginning of the Dragon Festival. After that finished, the lag had completely disappeared all week. I played most of today fine without any lag. Now getting regular 5-10k spikes as of 6pm+(GMT, Scotland.) this evening on Euro Districts. (Not much better in Intl.)

I can't move around in European districts. I can't do anything. Error7 every 2 minutes.
I can use the International districts but not when I'm trading because Spamadan International is all spambots saying, "wts unide 7=5k ok."
It's obviously not my connection because the International districts are fine and multiple others (see above) are experiencing the same problem. It's been 2 and a half weeks of on-off lagging and errors and I'm sick to death of it. We're told its a routing problem in Frankfurt and that it's being monitored and resolved but the skeptic in me senses budget cuts or the priority lies on GW:EN and GW2.
If I buy the GW:EN and GW2 is this what I'll be paying for? Don't get me wrong, the connection is usually fine and this does make me grateful for the usually smooth performance but the time-scale of this issue is highly unreasonable.
When will it end? I'm rapidly losing confidence in the servers/routers and I believe others are too.

It's unplayable for me, my game freezes up because of lag every 25 seconds or sooner..
some game freezes lasted up to 5 minutes and i have had several errors 7 and 19.
Didn't check my ping yet but will do next time.
Also in Holland btw
And it seems some people are unnafted by this as several guildies and friends of mine do experience lag but not to the degree that it's unplayable.

. The only thing I still get is 007 errors all the time and DC's. It's frustrating
