well, high end chests have the good stuff in NM and only those will count towards treasure hunter. In HM ALL chests are good or even better then high end NM chests. HM chests > NM chests.

I think he's talking about unlocked Treasure Chests. If he is, I don't think the mobs around them affect unlocked chests.

Unlocked treasure chests should be the same in normal as in hardmode
and you can re-open them once every 30 days
