1st build:
Mark of Instability? Why? you use Horns of the Ox which knockdown your target,no need for Mark....not even new dagger chain 5 /10
2nd build:
Let's see....You want use Critical Defense.....you need critical strikes...ok,you got Critical Strike so you can heal yourself (Way of Perfection) and keep Crit Defense on you...but how long?
Again Mark of Instability....ok,you really like knockdown opponent.....but bad choose of Off-hand attack....Black Lotus Strike need hexed for to hit,and you can hit it just 1 time...and THEN..you need WAIT 20 sec to again deal damage. wanna I rate that build? 3/10..no,maybe 2/10
Now,let's try make them better.1st Superior runes need become Major runes
2nd,drop points from Deadly arts.
1st build: Replace Mark with self-heal and replace Locust's Fury with Res
2nd build:Again Replace Black Lotus Strike with Wild Strike.......That will be better,I can say anything more or I will make you new builds.....

Firstly you don't say what these builds are for. I will assume general pve. Frankly in their current forms they're both rather horrible.

Deadly Arts: 3 Never go above 13 critical strikes when using daggers. 13 is the last breakpoint for energy gain, points in dagger mastery not only increase your critical chance by more than points in crit they'll also increase your damage by more.

Plague Touch you can use your chain once only every 20 seconds and Locust's Fury, a terrible skill in itself (if used at all, use with some or several of OoV/OoP, adrenaline output e.g. fear me!, conjures and strength of honor), doesn't make up for that. Solution, replace mark of instability with assassin's promise and use black spider strike instead of falling spider. LF becomes a free slot for a secondary hex, impale or res. I wouldn't recommend plague touch either, you could badly use some form of damage mitigation/IAS. Lightning reflexes can do both.

Even if it's your only elite. It's pretty much made for scythes. The highly spammable nature US->critical strike is wasted by using a slower recharging offhand, in this case 20 seconds if no other hexers are present. MoI has to go, US should go... Really I can't salvage this build though slots 5-7 are fine for a tanking build for specific areas, they're usually used with something along the lines of moebius strike golden phoenix strike death blossom and critical strike which I'd recommend.
